Motion: This House Believes That Juvenile Delinquency Should be Forgiven
1st Speaker of Government / Affirmative Team
Juvenile delinquency is now widespread and is not a new thing in Indonesia. Juvenile delinquency, such as to theft, to have sex outside marriage and the use of illegal drugs is common in various regions in Indonesia. This is certainly a cause for concern for the future of the nation. Juvenile delinquency is a problem that must be resolved. I believe that juvenile delinquency must be forgiven. It is because they are still minors. Adolescents are children growing into the adult stage. As we know that the adolescent stage ie from age 10 years to 18 years is a critical age because they are undergoing puberty so that they are not emotionally stable. They can not control their emotions as adults because of their immature emotions.

I do not agree with the statement that juvenile delinquency should be forgiven. I believe that juvenile delinquency must be punished. It is because it is the teenagers who are doing social aberration or the juvenile delinquency. They should be punished because they are the perpetrators of the deviant act. The teens, although they are still under age, they should still be punished for doing wrong or aberrant behavior that is them. The teenagers who perform deviant behavior should be punished in accordance with their mistakes.
2nd Speaker of Government / Affirmative Team
Rebuttle: I do not agree with the first speaker opinion. He said that even though the teenager who does the mistake is still under age, he should be punished. The teenagers who are under age should not be punished.
Teenagers who are doing mischief are not entirely the fault of the teenagers themselves. However, it is parents who educate their children in wrong ways who make children become mischief and social deviation. In addition, unfavorable family circumstances, such as divorce of parents, parents often quarrel, broken home, and busy parents so that did not have much time for children are major causes of deviant children behave. When they feel less affection from their parents, they will do other things in order to get attention.

Rebuttle: The causes of teenagers in doing mistakes are many, but it should not be the cause to not to punish who is wrong. A wrong person is a wrong person and he can not be the right one. So that is why he must be punished.
The teens who do social deviation should be punished because there are penalties for criminals or social deviation in accordance with the laws in force in Indonesia. In the case of juvenile delinquency, the teenagers who are the perpetrators of such deviant act that they should be punished in accordance with their mistakes. Penalties are given to adolescents who commit deviant acts should be within their applicable laws in Indonesia.

Rebuttle: I stongly disagree with your argument. You said that teenagers who do the mistakes should be punished. However, teenagers who are under age should not be punished.
Those teenagers who do mischief or social deviation should not be punished because they are still under age and they are entitled to be forgiven and given a second chance. The teens who do not yet have a mature emotions can not fully know which actions are good or bad things to do. Therefore, if the teens do social aberration, they are entitled to be forgiven and given a second chance so they will be aware and do the right thing.

Rebuttle: I do not in line with what you said. I believe that teenagers should be punished when they do something wrong because it will make them more careful in doing anything.
Those teenagers who commit deviant acts should be punished in order to act as a deterrent. The teens who do social deviation will not be a deterrent and maybe they want to make the mistake again if they are not punished. Punishment is the best way to make them aware of what they have done and they feel a deterrent so that they will not make that mistake anymore. Punishment commensurate with their mistakes will hopefully act as a deterrent and make them not to do bad things anymore.

By seeing my team’s view, we, once again, strongly disgaree to the statement that juvenile delinquency should be forgiven. We believe that teenagers who commit deviant acts should be punished.
